A massive Russian strike on Ukraine on Tuesday (December 23, 2025) killed at least three people, including a four-year-old child, President Volodymyr Zelensky said, urging Western partners to intensify pressure on Moscow.
“This Russian strike sends an extremely clear signal about Russia’s priorities. The attack was carried out essentially in the midst of negotiations aimed at ending this war,” Mr. Zelensky said in a post on Telegram.

Ukraine’s Prime Minister, Yulia Svyrydenko, said Russia launched more than 600 drones and dozens of missiles in overnight attacks targeting the country’s energy sector. Writing on Telegram, she said energy facilities in western Ukraine had suffered the most damage.
The attack comes in the wake of Zelensky’s statement on Tuesday (December 23, 2025), suggesting initial drafts of the U.S. proposal for a peace deal favours Kyiv’s demands. “There are some things we are probably not ready for, and I’m sure there are things the Russians are not ready for either,” Mr. Zelenskyy told reporters in Kyiv.
“Russia once again is attacking our energy infrastructure. As a result, emergency power outages have been introduced in a number of Ukrainian regions,” Ukraine’s Energy Ministry said in a separate statement on Telegram.
