In accordance with the PCB’s constitution, the newly formed Board of Governors elected Mohsin Naqvi, who previously served as the caretaker chief minister of Punjab, as its chairman for the upcoming three-year term on February 6.
Traditionally, changes in the country’s leadership often trigger shifts in key positions within the PCB. The Prime Minister of Pakistan serves as the patron-in-chief of the PCB, and the chairman’s appointment has historically been influenced by political dynamics.
Sources familiar with the matter disclosed that Naqvi’s appointment was the result of a tacit agreement between influential stakeholders, namely the Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP).
Under this agreement, Naqvi assumed the chairmanship with assurances from these political entities not to seek his replacement during his tenure.
“Naqvi was appointed as a long-term chairman due to his impressive administrative and governance abilities as the caretaker CM of Punjab,” the source said.
“His nomination was put forward by the caretaker Prime Minister, Anwar ul Haq Kakar, after receiving assurances from the two major political parties that they would refrain from inserting their own candidate into the top position at the PCB.”
However, following the unexpected election outcomes favoring Imran Khan’s Pakistan Tehreek-e-Insaf (PTI), and with Independent candidates supported by PTI securing a majority in parliament, the situation has become notably intriguing for the PCB, according to the source.
Even if PTI-aligned Independents do not form the government and instead assume opposition roles, they could still wield significant influence over the election for the PCB chairman‘s position.
Conversely, if the Pakistan Muslim League-Nawaz (PML-N) or Pakistan Peoples Party (PPP) manage to forge a coalition government, it raises questions about whether they will uphold their prior agreement not to meddle in PCB affairs.
In December 2022, Ramiz Raja, appointed by Imran Khan, was dismissed from his role as chairman of the PCB with roughly two years remaining in his tenure by the then Prime Minister, Shahbaz Sharif.
The interim management committee of the PCB, led by Najam Sethi and Zaka Ashraf from December 2022 to January 2023, were both nominees of the PML-N and PPP.
The tally for the 250 National Assembly seats has concluded, with Independent candidates supported by Imran Khan’s PTI securing the lead with 99 seats. PML-N follows with 71, PPP with 53 and Muttahida Qaumi Movement with 17, while smaller parties claimed the remaining seats.
