Class X Social Science textbook explains Governor’s powers, responsibilities


Amid the long-standing friction between the State government and the Governor, the powers and responsibilities of Governors have been included in the Class X Social Science textbook for students in State schools.

The General Education department has explained the Governor’s role in the chapter ‘Democracy: An Indian Experience’ in Part II of the Social Science textbook.

Minister for General Education V. Sivankutty had earlier announced that Governor’s powers and responsibilities would be included in the school curriculum.

The Governor is the nominal leader of the State. The real executive power lies with the Council of Ministers, led by the Chief Minister, says the chapter on democracy.

It goes on to note that the Governor should act on the advice of the council of Ministers.

The chapter that hints at the contentious relationship between States and the Union government over the role of Governors says the Governor is not elected but appointed by the President on the Union government’s recommendation. It points out that the Sarkaria Commission appointed to study Union government-State relations had recommended that active politicians not be appointed as Governors.

The chapter also details the legislative, executive, judicial, and discretionary powers of the Governor.

Minister for General Education V. Sivankutty said on Wednesday that everyone upholding the Constitution should read this chapter.
